Not Duplicates, but Concur is saying they are dupl...

I'm not able to submit my expense report because Concur is asking me to verify that certain expenses are NOT duplicates by entering in a comment saying they are not duplicates. See error messages below. How do I resolve this?

Error message saying to add in a comment that these are not dupes

I entered a comment shown here, "Not a Duplicate"

Error message after saving the expense (it is still flagged and can't submit the report)
