Cost Object step auto approved

我有以下请求工作流程:

1. Submit

2. Cost Object approver

3. Default approver

4. Default approver 2

5. Auth approver

5. Processor

Step 2 hasno rulesand when testing, this step is being autoapproved by system.

Cost object approver has been assigned in the hierarchy list.

Has anyone had the same issue?
