Approver - SAP Concur Community

our client have ICS with employee replication activated.

Here the approver id must be specified, but in Concur we can have two policy, one with the workflow with the approver, and one without approver (the report pass directly to the processor). In this case, which is the value to be used in SAP HR (infotype custom mapped for this info, with the cid of the approver) for people without approver?
